GREENLEE COUNTY BOARD OF SUPERVISORS
CLIFTON, ARIZONA
JUNE 24, 2026
The Greenlee County Board of Supervisors met in special work session on this date in the 2nd floor Conference Room, Courthouse Annex, Clifton, Arizona with the following members present: Dixie L. Zumwalt, Chairman; and Donald Stacey, Member. Supervisor Hector Ruedas was absent from this meeting. Also present were Deborah K. Gale, County Administrator/Clerk of the Board and Yvonne Pearson, Assistant Clerk of the Board.
Chairman Zumwalt called the meeting to order at 8:12 a.m. and led those present in the Pledge of Allegiance.
Mr. Walter Mares responded to the Call to the Public asking that the Board consider working with the Town of Clifton to allow public parking at the library for County business.
Ms. Gale updated the Board on a meeting held on Friday, June 20 attended by members of the Town of Duncan, Duncan Library Board, Town of Clifton, Ms. Gale and other interested persons to discuss issues regarding re-establishment of a County Library and Librarian. As a result of the meeting, Ms. Gale recommended appointment of an interim Library Board consisting of two members from Duncan, Clifton and Morenci each. Ms. Gale also recommended appointment of the Library Board for a period of one year during which time officers will be elected and a plan will be implemented which will include reporting at specified times to the Board of Supervisors. She also recommended appointment of a County Librarian. It was stressed that this is a first step in re-establishing a County Library in order to receive State funding to benefit all libraries and residents of Greenlee County. To receive funding from the State a County Library, County Librarian, with a masters degree, and matching funds of $23,000 by the County must be designated.
Upon motion by Supervisor Stacey, seconded by Chairman Zumwalt, and carried unanimously, the Board appointed the following persons to the Interim County Library Board for a term of one year: Laura Washington, Walter Mares, Marilyn Thorne, Betty Price, Julie Woodall, and Lynn Lande. Also included in the motion was the appointment of ex officio Library Board members Tom Powers, Greenlee County School Superintendent and Barbara Blackburn, Norine Lawrence and Rebecca Oliver.
Upon motion by Supervisor Stacey, seconded by Chairman Zumwalt, and carried unanimously, the Board appointed Pam Liebrenz as County Librarian (volunteer).
Upon motion by Supervisor Stacey, seconded by Chairman Zumwalt, and carried unanimously, the Board approved matching funds in the amount of $23,000 for the State Library grant.
Upon motion by Supervisor Stacey, seconded by Chairman Zumwalt, and carried unanimously, the Board amended the previous motion appointing the County Library Board to include Marilyn Thorne as Chair Person of the Library Board until further organization of the Board.
Upon motion by Supervisor Stacey, seconded by Chairman Zumwalt, and carried unanimously, the Board awarded the Prisoner Meal bids for fiscal year 2003/2004, keeping consistent with past standards, to the low bidder Casa Munoz by Rose Alvarez. Ms. Jackie Norton of P.J.'s expressed concerns that the new specifications of two meals per day which includes a sack lunch with three sandwiches, or equivalent, snacks and fruit, and a dinner meal is not cost effective for the County and also expressed concerns about food contamination if the food is not refrigerated. Sheriff Richard McCluskey stated that the food is refrigerated and will be distributed as it is currently. Chairman Zumwalt thanked Jackie Norton, doing business as P.J.'s Restaurant, for her service this past year.

Upon motion by Supervisor Stacey, seconded by Chairman Zumwalt, and carried unanimously, the Board approved the Consent Agenda as follows:
Approval of minutes to previous meetings
Approval of demand in excess of $500
Approval of adoption of Resolution #03-06-01 Family Counseling Program requiring $1589 matching funds
Approval of installation of airbrake kit for equipment trailer in an amount no to exceed $1600
Approval to purchase a new printer for Superior Court Clerk in an amount not to exceed $1048.57
Ms. Gale reviewed the calendar of events with the Board of Supervisors.
Upon motion by Supervisor Stacey, seconded by Chairman Zumwalt, and carried unanimously, the Board convened in Work Session to discuss the FY 2003/2004 budget. They reviewed various general fund budgets along with projected revenues (sales tax, county half cent tax, property tax, forest fees, and others).
There being no further business to come before the Board of Supervisors, upon motion by Supervisor Stacey, seconded by Chairman Zumwalt, and carried unanimously, the meeting was adjourned at 11:25 a.m.
